that is probably due to just how vampires can easily identify a person without seeing them (i dont think they did see the mom before smelling her blood) and ofc blood related mother and daughter so they would smell "similar" but not the same. Also dont forget what the two vampires bet was in the first place.
Probably the whole "virgin blood" thing of vampire lore, so I guess the mom is a no go.

I'll give you a third - Mochimiko on Youtube makes Hololive animations that also feature the same very distinctive pouty face.

I was actually coming here to post the same thing, because this is something that's been bugging me for months now, ever since I pitched in on a discussion on another site (It was Danbooru - are Danbooru links okay to post here?) regarding the idea that Harumina (who draws the "Cockora-chan" comics) and Mochimiko were actually the same person:
That chubby-cheeked pouting face is incredibly distinctive, and I have a hard time believing that it was invented two times independently. If they aren't the same artist, then one of them is clearly basing their art style on the other's work, or perhaps more likely, both are basing their style on some third party's work that we aren't aware of. My gut tells me that their art might be based on a cartoon for very small children - those types of shows are less likely to be recognized overseas than shows targeted at older audiences, and often look very different from said shows for older audiences (just look at Doraemon and Anpanman, the two most successful Japanese cartoons of all time, and contrast them with what we overseas consider "anime" as looking like), so it makes a good candidate for something that 1) looks very distinctive compared to what we would consider "anime style" and 2) would be recognizable enough in Japan that it wouldn't be hard to believe that two different artists might independently base their own art style off of it, but 3) would fly under the radar of western audiences such that they would miss the reference and fail to make the connection.
Unless you yourself grew up in Japan at around the same time as these artists would have been growing up, not being able to recall or easily find the work that might have inspired this style isn't a dealbreaker - we're in all likelihood looking for a show that was targeted towards elementary school or pre-school kids, and may have only aired for a decade or less, over a decade in the past. Such a show may not have any information on it written in English at all - how much literature would you expect to see written in Japanese about The Backyardigans or Little Einsteins? - but would have been able to leave an impression on any number of Japanese artists in the right age bracket, who would have watched the show when they were kids.
Now that I have a third clear example of a face being drawn in this way, and can be reasonably certain that Zyugoya is not the same person as either Harumina or Mochimiko, I think that lends further credibility to the idea that there's some third, older source that all three artists are referencing, though I have no idea what older source might be.

Got way too accustomed to dual-colored hairstyles from all the stories by Zyugoya

I have faith that he will try to fix BOTH the mom and daughter. He knows the mom is broken too. I hope so at least, she is a lost woman who has lost so much in her life. It doesn't excuse her care of her kid but it does bring light to the "why"
I’m the end even the why brings little comfort. “Why didn’t you reach out to someone? Why didn’t you say anything?” I was really hoping for a more bloody route. The mom isn’t sorry, she’s just faced with demons worse than the ones chasing her.

According to that article this particular face is called Yurie Kuchi (ゆりえ口), named like that because after a long discussion on Japanese Twitter an user finally concluded that by searching for that term you could find lots of those faces, it seems that the character Yurie Hitotsubashi from the 2005 anime Kamichu! really liked to make that face

The article has lots of examples of Yurie Kuchi, from pikachu to Emiliko from Shadow House, seems like it has been a thing for a while

However it also seems that the face existed before Kamichu! But it didn't had a name, or if it had it got replaced with this more popular term

Finally Yurie Kuchi (ゆりえ口), seems to be used mostly by Japanese and Spanish internet users, and I couldn't find anything on it on English which could explain why it was so tricky to pinpoint

My guess is the mom only views Rosario as a painful reminder of her own sexual exploitation during the most vulnerable time of her life. Her being "burdened" with a life to look after is just another thing thrust upon her by her abuser.

Kamichu, huh? It's a little more conventional-looking than I was expecting - I was expecting something almost like Crayon Shin-Chan in appearance, but it looks like the more "toned down" examples are actually the more faithful ones, with Harumina and Mochimiko being the outliers that pushed the design to an extreme - but 2005 would be about the right timeframe I was imagining.

This is probably as good of an explanation as we can reasonably expect to get. We could dig further and look into Kamichu's influences to see where the facial expression truly originates, but there's not really an end to that rabbit hole - everything's going to be influenced by something that came before it, and if you want to follow the line far enough, then the "true origin" of Yurie Kuchi is probably Betty Boop, just because Betty is the grandmother of everything in Asian cartooning.
