Reconsider the "new comments" user interface

Since it was brought up that the current sliding panel is meant to "meet the desire for a comment section more integrated with the reader", consider this change:
The button inside the reader slides the panel open and close.
The button outside the reader opens a dedicated page for the comment section.

Same data, different view.
It addresses an important concern: pointlessly opening the reader to read comments.

It seems a stupid thing to get angry about, but entering the reader means downloading large images and, well, marking a chapter as read. The latter point cascades to the read indicator getting toggled and to have an entry in the reading history.

If I click/tap on the comment button outside, like in the "Feed" page, it's because I want to see what people have to say. If I want to read the chapter I click/tap the title, which is larger and easier to interact with.

Adding a /chapter/{id}/comments page does not mean you have to remove the sliding panel. You can keep both at the same time.

I would also like to see a big orange "Comment this chapter" button next to the "Next Chapter/Return to title page" button at the bottom of the page, since I typically don't read with the sidebar open.
