Oh, I know what's been bugging me now.

Whether it's because progress is slow or the pacing, this manga has really low information density. Like, all the events of this chapter could have easily been compressed to 15-20 pages, and that's a lot of dead air where nothing is happening because the artist wants to convey a slowed down sense of time with panels that contain nothing.

That's pretty much the point. As others have pointed out it reinforces just how petty and shallow the prince was, especially since he didn't even bother to see it before passing his judgment.
