That's why this kind of statements always baffle me: you may object with the mages actions, but hardly with their motivations. In case you forgot, they were being harvested as fuel for the project überbarrel, and when the mages flew from the city, the podestà resorted to use orphans and vagrants...
The entire central conflict of the manga is mages who want to uphold the old hierarchy of heroes, levels, etc. where they are at the top and the bureaucratic/technological progress of Idazig, where commoners get more and more important and powerful, which is represented by the handguns.
Which is supposed to be a mirror the IRL conflict of aristocracy against the emerging bourgeroise and similar technological advancements. You know, because this is technically a historical manga written by a historical nut that uses fantasy tropes to get the message across?
So yes, the mages are definitely antagonists here, and Madam even flat out said that she only cares about keeping mages at the top and not much else. Oh look, and now she's even gleefully burning the city to the ground. How oppressed, herp derp.
The entire uberbarrel thing was like two chapters long and basically a bit, it's baffling that you're trying to make it into some kind of central moral conflict of the entire manga.
