There are reasons she doesn't communicate them (mostly because neither of those two are at the stage of their emotional development either individually or as a pair where they are prepared for what she has planned just yet). Fear not: once her brother eventually joins the cast, she finds it almost impossible to hide any of it from him and he's quite happy to clue Itsuki in on it (to a certain extent).Shizune has her own plans.
