edit: i looked it up and apparently it is and isn't a japanese meme. it was 2 pictures taken on separate years by ign and the japanese thought it was funny on 2-chan so they combined the 2 images to make a reaction meme. so technically yes it's a japanese meme but it only exists because of westerners.

Yes it was 2channel meme first, that’s what I mean. Yes the images were of westerners but Japanese anons made it a meme. Western anons then picked up on that meme and started using it too.
