Might be a low numbers setting like DnD, so even at max levels and trying to be as fat as possible you might only see numbers go up to 4-500 HP on players fully committed to HP and monsters seeing 6-700 HP on the highest end. If every swing you take adds 10 damage that is still a really powerful boost even endgame, especially if we assume that blossom blade was multihit and each attack had the +dmg on it instead of it added onto the total.

But noooooo, it's just some random harem crap manga. Let's leave the issue of possible sex aside, the problem is that the protagonist is an ultra girl-magnet wonder. I'm really not a fan of instant-ramen level love. Only takes 3 minutes to be cooked and ready!
The only one who has justification for caring about him THIS much is his former boss. She has known him for years...

@Talith : the later districts might have bigger level ranges, but it does appear to be a low levels setting, since the sword girl who was able to reach the 4th stage (district 5) is only level 8, it would indicate 2-3 levels per district. Though if she was in a team she could have been able to travel beyound her level, so I would assume level 8 is enough for the 6th or 5th districts.

I scanned the webnovel raws for a title referencing another district, and

as of chapter 85 or so the MC and Lizard girl were level 5, the miko and gambler level 4, and they looked to be in the 7th district, with the requirements for the 6th including defeating level 6 (named) mobs.
