The setup is that the cafe owner is committing a labor crime by advertising for a job that pays less than minimum wage. The national weighted average for both region and industry in Japan is 961 JPY per hour, while she's offering 800 JPY per hour.

This leads to her getting investigated for abusive labor practices, and the cafe is shutdown as a result. Tsubasa and Kaede happen across it at the same time and then laugh at the situation while the owner gets taken away in not handcuffs because they put a cloth over it, as is Japanese law.

The pair then go off to a different cafe and talk things over. The end.
