If we're following the leitmotif, the leader of slave district is most likely a hero class awakened by the Will of the World.
Which would be weird because unless the Will of the World has sentience it is impossible for it to know that the Lich will face him.

maybe not yet awakened. only when Dwight/Maou gets closer the Will triggers the ascension to hero for some guy/gal in the slave district.

a Leitmotif is in specific reference to music Pattern is the word your looking for.

Well remember we were told the "Will of the World" is not actually such, and the world's defense mechanisms have actually tried to fight it themselves. It'd be weirder if something like that didn't have some level of predictive ability. Also it might not be doing it based on knowing the Maou will go fight him, but based on the level of animosity or drive that could result in them clashing with the Maou.

Lets just hope he doesnt have netorare powers. It's always weird when that "haha ive boned your girl now she loves and works for me" stuff happens
I mean it's no more weird than any other media trope. They take one thing that's real (Stockholm syndrome) and exaggerate it.

Of course, this is all speculative just by the fact that we're starting another story. But conventionally the hero have always been chosen from the opposing faction, and that somewhat guarantees a clash between the 2. Choosing the leader of a gray faction such as the slave district leader as a hero, however, doesn't. There's no guarantee there will be a clash, at least at first glance. There is nothing holding them back from working together.

Unless the Will of the World is sentient, or at least sentient enough to understand Dwight's antiheroic intention as a lich king.

Maybe my theory of Will of the World being the readers made more sense than I thought it was.
