Even from small things like colorblindness and mentall illness can be traced by heredity. And chances even for one are quite small unless those run in the family already. In which case it is indeed more likely for it to manifest since there are much more healthy people outside the family than people with the same problem.

And no, first cousins aren't even a problem. In case of first cousin marriage the chance of hereditary diseases is about 3,5-4% and with completely unrelated it's 2-3%. And that's not taking into account the fact that people with too high genetical distance have a much higher chance of miscarriages and trouble of finding organ transplants when needed (most notable with mixed-race children).

Then again, the rates you speak of, while exaggerated, are not completely unfounded, although they have nothing to do with genetics.
