This is how you right an overprotective but sensible parent rather than a controlling parent. He's kept his daughter's happiness separate from his desire to be the one that protects her, and when the person that brought her out of that painful place reveals his identity he just wants an explanation before passing judgement.

Probably to make sure she comes back with him and not off somewhere with Kaoru in a highly charged emotional state and the access afforded by a dress. Dad's become more understanding, but maybe not that understanding.

The emphasis in 「帰ってくる」isn't necessarily on "home" so much as returning to the speaker. He's pleading with her not to let this guy's words hurt her, so she doesn't withdraw behind her walls again.
