They need to have it professionally appraised to check if the 15% increase is valid. All it says is 5% STR three times, so they have to see if the effects stack up. Touji, being the creator and having the complete Appraisal ability, can verify it without needing any appraisal tools. If you look back in chapter 6, the sword being sold in William had a +5% STR, +10% Vitality, and +10 STR. So it's pretty unusual that you get a weapon that could potentially increase STR by 15%. Meyer did say "IF you stack the STR points." So she wasn't completely certain if that was the case. If it only increased by 5% separately, then it's a waste since the sword would only increase by 5% using any one of those slots.On page 7, she knows it has a 15% increase, but then it looks like they need to send it to an appraiser to find out the increase and it's weird that he knows?
Or am I misreading it?

There's a few reasons why Touji wants to stay anonymous. One, he doesn't want to tip off Depuri about his manufacturing cheats. Two, he doesn't want to tip off potentially hostile characters. Three, mass-production of special items like that magic sword is pretty expensive and time-consuming, since no one else can do what he can do.Gotta love the hypocrisy. The Heroes may have caused an ecological disaster by over hunting monsters, but the MC is going to single handedly flood the market with his goods and going to put every weaponsmith, armorsmith and alchemist out of business.
Oh sure it will be a problem for later, but it will be a very real issue once the the competition has disappeared and everyone is depending on a single source for weapons, armor and potions.
