It isn't a creative choice, it's japanese law. You can't show the naughty bits, because they tried to specifically define what constitutes an indecent image. It failed to ban porn, because it is too specific, but created decades of censored porn and weird fetish content.

If you go back and look at the AV DVD then compare it to the Boss, you can see that her and the woman directly to the left of Tamagawa are the same. This leads me to 2 conclusions:

A.) Boss is the same person and doesn't want the data leaked of her uncensored bits which would ruin her rep.
Alternatively-
B.) She's married now and has managed to keep her husband in the dark about the AV thus wants to keep it from becoming talked about again through uncensored data leakage.

A friend of mine joked that when he lived in Japan, no one committed a crime without the Yakuza's permission. The Yakuza and the cops had an alliance of sorts. Today, the yakuza don't have much power. But it wouldn't surprise me if they did shut down leakers. After all, the yakuza would probably have a legal porn business and an undergound one on the side. So leakers would tear into that business.
