It was a core theme. The title of the manga comes from the "male" bodyguard secretly threatening other women to act normal so MC thinks hes unpopular. It took like 30 chapters of the novel to realize she was a girl all along. The manga rightly realized this is really boring so they're upping the pace a lot, I don't even know what happens after this.

Could have done like every other manga with a girl trying to hide amazing tits with a sash binding and actually flatten them visually, it was clear from the get go she had booba big as her own head.
Even as amatorial writing is pretty weird for both the novel and manga publishers to accept the demand to draw her with giant oppai before the reveal.
