I don't know the full story (I really don't. I haven't read anything beyond this point. What comes now are only assumptions.), but up til now, she met him, when she was young and liked him for some reason. (Maybe because he didn't care for her status as princess and it felt like a genuine friendship.) And then ... she fantasized about him for years, without knowing the current him. Normally you'd think she'd just push all her ideals upon her image of him, falling in love with a person she thought up and projeced on him. There is no real reason to add her to the harem, as she is an absolute stranger. He can befriend her for now on, but still there is no reason to start an romantic relationship with her. Then again it isn't his choice to make, is it? It never has been.

I don't know the full story, but up to this point, that we have seen so far, it seems like, they only met for a short time and only that one time. Her whole behaviour indicates she fantasized about him whithout knowing him truely.
I don't know anything beyond that, but if those's assumtions are true, there is no reason to also add her to the roster.

I'm sorry if I didn't communicate this correctly earlier, but I failed to notice my wording could be interpreted in another way beyond "I don't know the whole story" the first time I posted it.

Well tbf in a world where magic and dragons exist, you'd be lucky to reach the age of 20. Imagine the average people living their life in the frontier with limited way of defending themselves, they would probably need to marry at an early age and continue the population or they would be wiped out by the monsters.
