Relations are already scarred, whether they escalate it or not.

If the other side aren't decent people, they will see it as this kingdom's ruling family is a pushover. If they are decent-enough, then they'll at least be somewhat thankful (but still shamed) to be notified of the scum among them. The possible bad outcome (wars, etc.) works both ways. Will they lose credibility and gain animosity (from surrounding kingdoms) by defending a corrupt merchant who attempted to kidnap another kingdom's citizen and publicly threatened its ruling authority (in their country) or suck it up and put on a forced smile. For the MC, it's entirely possible the people will start talking about how their 'good' royalty is letting scum have their way in favor of connections at the expense of the people, which will breed discontent.

I guess it's whether you want a possible foreign enemy, which you can see, or a domestic enemy that you won't know when it'll blow up in your face.
