I get the feeling that it might be him saying he was involved in the event and preventing many people from dying due. If my guess is right, he might be the reason why the lesser demon didn't show up, though I do believe it was the cat being there was why it didn't show.

The contracted demon may have been part of Diablos "family" and told his boss that Purple was there. The letter to Rigurd is to inform him of Cat-sama and probably instructions on how to not piss her off.

Or it could just be Diablo complaining that the mission is not going perfectly as expected for people representing Tempest and most of all Rimuru-sama.
