So we kinda learnt the motivation behind the Tower, although it feels like it conflicts with the story overall.
On one hand, they want to use the dragon-veins as transportation. To do so, apparently, they summoned the MC, through the dragon veins.
But on the other hand...They do know how to transport people through the veins? I'll admit I'm confused on the details, I am probably missing something.

Also: it really fits the people of the tower to be a bunch of power-hoarding maniacs. Of course they'd try to store and control as many veins as possible, all for themselves. That's really vibing with some /r/lateStageCapitalism memes right there.

They do not, they probably can use the dragon vein to bring things in, maybe even random warp to a place and back. But they cant control it. This is why they are interested in his plwer to reverse the flow

So you're suggesting that the veins are flowing like a river, in one particular direction -- so it's possible to pull things along the current, but going against the current requires a certain method that they currently do not have. Perhaps.
I don't feel like that was said outright, or even implied, but I don't doubt my ability to forget things, or misread altogether.
