Not only in Japan. In some countries, colleges and universities give scholarships or tuition discounts to students who are the president and VP of their respective StuCo.

Because being a StuCo members is a gateway to several connections (politics, better uni, better job offers, etc.) in later life. Maybe being a StuCo member isn't a big deal in your place/country, but in Japan and in several countries, it's important.
