i mean, if we're being honest... in japan, there are plenty of shops that don't even bother putting a curtain between the regular books and the R18 section, or have curtains that don't really hide anything. couldn't tell you how many time i've been browsing regular all-ages manga, turn 'round a corner and get ero-jumpscared by an aisle full of R18 stuff just like BAM.

Considering how many reported and unreported cases of sexual assault happen in Japan I don't really think they're the best example on how to deal with pornographic material. But then again things like that are more of a cultural problem as well.

I don't think that is just a Japanese issue. You hear much the same thing happening in just about every culture. So it's not so much a cultural issue, but one where certian segments of humanity has issues with controlling their urges.

I didn't claim that it was just a Japanese issue I simply stated that the amount of sexual assault that happens in any given country is influenced by its culture. In a poll about whether or not they would report sexual assault against them 90% of Japanese women said that they wouldn't do in part to the cultural stigma.

Yeah, im not sure rape report statistics means much when determining the effects pornography has on Japanese culture. Not that it's nothing, but not really reliable indicator either.

Oh don't get me wrong, I'm not arguing against the need to limit childrens exposure to porn, I'm just saying that using rape report statistics won't support your arguments.

OTOH I think governments should only regulate physical locations inside their own borders. Once things go online, that becomes more an issue that perents should deal with. Ignorance and or laziness is not an excuse and not something governments should regulate.

By all means require a good faith checkbox, or a paid subscription, but anything more then those two options would encourage a level of invasive information gathering that is just as insidious openly marketing porn for children.
