That chapter was kinda stupid. First, they just let the psycho go in. Let him make a fuss outside, who cares, don't let dangerous people into your flat, you idiots! Then of course he's such an over-the-top piece of shit he's probably also secretly a rapist and murderer and tortures animals and scams old people and bullies children and tramples flowers and never, ever properly sorts his trash ... which of course leads to the rather predictable "you aren't worthy of being stalked by her!" moment ... and then, just to top it off, despite her having shattering blackmail material, she gives him a million fucking yen.
