The greatest strength of the irrigation system in this scenario is that it is a very explicit Physical control that when it suffers a failure, it is detected immediately. Anny other secondary monitoring system set to react as an alarm, being it electrical, digital or physical for when the irrigation system fails will be susceptible to being tampered with by NIN since all they have to do is mess with the sensors so that they wont detect the flow of water changing or stopping

I think it's the safest way of detection, if you see a puddle splash by itself or a human figure being hit by rain drops you know that's NIN/UN. There's no more effective and simple way of seeing the invisible. Yes, tomographic and ultrasonic sensors are pretty much unavoidable too (you would have to be intangible) but you have to rely on a trigger system (ninja fights are dealt with in a matter of seconds), rain is constantly visible.
