I'm glad I'm not the only who instantly went to this rabbit hole. If I were to guess, it seems like the sprinkler system is a tried-and-tested method and they failed to find better alternatives like laser alarm security systems or heat sensors given the ninjas keep updating the tech camo capabilities of the Marishiten armor. Maybe solving the water visibility issue is still too much for the armor dev team to solve.

NIN has the Ministry of Defense on its side so would not be difficult for them to compromise all three types of controls in record time.

The greatest strength of the irrigation system in this scenario is that it is a very explicit Physical control that when it suffers a failure, it is detected immediately. From a literary point of view it also serves to represent the absolute and unbearable nuisance that NIN is to the Executive Office.

The other thing that strikes me is that during the 1980s when the two sides reached agreement, if I recall correctly by that time UN was in the middle of its paper money counterfeiting operation underneath Nakano High School that fueled the Japanese economic bubble.

I think it's the safest way of detection, if you see a puddle splash by itself or a human figure being hit by rain drops you know that's NIN/UN. There's no more effective and simple way of seeing the invisible. Yes, tomographic and ultrasonic sensors are pretty much unavoidable too (you would have to be intangible) but you have to rely on a trigger system (ninja fights are dealt with in a matter of seconds), rain is constantly visible. Suiton no Jutsu (literally pissing in the floor) is something that ninjas use and saved kato's life.

A ground sensor would be more effective than splashes on the water, and for a splash on the water to serve as an alarm you would still need someone either looking at a video feed of the room and hallway, or have people present on the rooms and hallway to look at the splashes

However neither the room nor hallway had any guards, and video feeds are prone to being tampered with

So imagine a ninja does enter those places, and splashes all over, who will react and where? are they in the same place but hidden? then they have very little time to react because they are not actually in the same room, otherwise the rain itself would have exposed them, and if they are not there, they are reliant on an alarm system to notify them, and that can be just hacked and disabled
