This is the conclusion that Ozu should have come to at the meeting but didn't because he was distracted by the baby's cuteness (or maybe he did notice, but hid his realization). All the action without regard to consequences is finally coming back, and Nin is paying the piper. Truly Hanazawa sensei is a master of chaos theory applied to storytelling.

Yeah reading the spoilers later, Sasama helps instructor Kato escape after he gets sentenced to death for using that box robot without authorization, so she's definitely not 100% with NIN.

NIN did not initially intend to destroy the school, they wanted to pinpoint the location of UN (Saruta) and deliver a smaller blast that was likely similar in size to the shot that vaporized the Director’s katana.

It took the Shinobi Research Center too long to pinpoint the location of Saruta, and by the time they had his location, the higher-ups at the 500 Ninja Secret Meeting had already decided to fire Escape at full power in order to stop UN (Kiryu) from taking the data stored within Escape and potentially taking full control of the weapon.

The destruction of the school was only an unfortunate side effect of NIN’s attempt to eliminate both problems at the same time.
