On the other hand, he is a hydrocephalic Himbo with capital H, yes. But on the other, I don't think he has it in his headspace to even consider other people caring for him personally. So far his every action (and a bit of his internal monologue at the reunion part) has indicated at him being valued as a lever for something else, pure instrumental value. This is despite him being very personable since a child and so far only having cared for other people (or anything, really) on personal level, while every evaluation he has of other people (even people close to him and to an extent his parents) is how they weigh benefits of bonds as assets. Even in this chapter he hazards on the side of her having a distaste for him purely due to their respective positions mandating that: She's deep in the milieu of the ministry, has expended a lot of time "befriending" him as the contested asset he was to everyone and then he went and became inconvenient to the said ministry, or at least a faction within.The ice must break somewhere for this two to actually start having a relationship. She needs to put more signals for his thick skull thou.
No wonder he felt so disconnected since a kid and was so unrooted to leave the second he was politically ousted from his magical career. I don't think he thought for a second someone outside of his family might miss him personally and not as that one big fish that got away. Even still he thinks his leaving was an inconvenience for his surrounding people, not distressing. That's some seriously shitty way to grow up.
It's true that she needs to up the clarity to get through to him, doubly so if she really hasn't done anything for that yet, as the story even from her perspective seems to allude so far.
