the stipulations of the promise is that when hinako "smiles and is happy just like before" then shiori will eat her. i dont think hinako's ever going to be the exact same as she was when shiori met her for the first time -- that doesn't necessarily mean that hinako's never going to be happy again, it just means that she's changed. the theme of change is so prevalent throughout the manga as a whole that i cant help but think that hinako's never going to be able to become who she once was (but thats ok). of course, shiori doesn't realize this since she doesnt know how humans work. thats what I hope happens but I of course could be wrong and copingExept that she made it into an oath - and if memory serves well, a magical bullshit oath, too.
