Her being pretty is a huge part of her back story if I'm remembering right. She started to develop early and receive attention from boys and men. The other girls were jealous of her because of that. Which is why she went to Moteshiro.

I read One Piece, and that itself is full of stalling(the damn vegapunk speech), flanderization, character regression, fakeouts, THAT MAN, and other writing choices from Oda I hate. However overall I like it and there's a reason I keep reading. Likewise this manga keeps stalling its inevitable conclusion (also what progress? where?). But in a series where explicit confessions repeatedly mysteriously get drowned out or taken as delusion or characters regress, I think it doesn't take a genius to figure out that the author is dragging the story out.
