He's dismissing it because he simply doesn't trust her and doesn't take her seriously, which is understandable seeing amount of crazy things she did in the first few months of them knowing each other. Takae's case is the relationship version of the Boy Who Cried Wolf - her own actions earlier ensured that Hodaka doesn't take her seriously now.
I feel like they both represent both his trust and confidence issues, mixed with his issues with acknowledging his own sexual nature. It's important to know that Hodaka actually does acknowledge girls around him as sexy, he just can't accept the fact that they are acting like that towards him on the purpose and that they want him to respond to these displays.

I blame the fact that affer 260 chapters we are still at this point. We should've gotten character development that solved these issues ages ago.
I mean, we are getting said development for several last chapters. The exact type of messy, drama filled development that was obvious would happen for most of the series.
