He definitely is. I feel like it similar, but far more severe in Shirou case. I am sure there are some other examples, but that was just the first one that popped into my head.
Hopefully the author will do something with it. That would be nice, but I'm happy if the story just continues along in its current fashion. As far a harem rom-coms go I like this one. The author seems to be moving things along at least somewhat—unlike Nisekoi (or whatever) which just goes on, and on, and on with nothing ever happening.
