It’s later explained that Touri is simply underdeveloped, naturally small and doll like basically is what she’s described as. Another potential explanation is that the elixirs really do stunt growth.

As for Gray: He’s just doing some teasing and showing gratitude towards Touri.

As we learn in later chapters, fox faced guy is actually not that bad a person.
