It was explained when Remilia met the fire god in CH.6 that using his power outside the realm of the gods caused him fatigue which produced stagnation on his body that slowly accumulated and made him unable to return to the realm of the gods this stagnation is also what miasma is so he is essentially in his own form of frenzy. also the heaven god wasn't corrupting the world, it was the miasma oozing out of the creator god, the heaven god just, intentionally, made things worse because he imprisoned the purification god who was supposed to purify the creator.
