Pretty sure she's just asking to test her or something like that.

Also I really appreciate how this manga also has this "subplot" of learning about Reinas father, wonder if it'll eventually turn into a story about coping with the death of a loved one.

If nothing else I really appreciate how they are handling Reina's father.

The story kinda already is about coping with the death of a loved one.
Though its not the classic grief story, but more of a how to pull yourself together at a time where you absolutely cannot take a break. The pressure is different and I really like how its been handled. Specially love her drunk outbursts about her dad

How do you fail at using a knife and fork?
by not being used to it
Unlike chopsticks there isn't really any mechanical finesse to it,
most people don't need 'mechanical finese', you just pick it up after learning the trick and practicing a few days/weeks, and it's easy to remember and gives you more control than spoons and knives.
the only learning curve is so that you don't hurt yourself on the blade if you're using a sharp knife.
with spoon, fork and knife you can accidentally stab too hard which causes food like steak to slip since plate can be slippery if you're not careful, or juice to spill out too much, another thing is that chopsticks are wooden so even if you accidentally hit the plate with it, you won't hear a banging sound so it's better for quiet eating.

conclusion: as a chopstick user for ages (I do use spoons everyday too, knives and forks less often) yes, it's easier to eat solid foods like steak with them.

you could make an argument that for someone that isn't as weak as a child, getting the hang of the force needed for a knife, and to not end up with it sliding out of control from too much force is a challenge. Realistically speaking, it's not unbelievable that, the same way westerners may have a hard time with choptsticks even well into adulthood, a knife and fork may very well be hard for an adult that spent their entire lives on choptsticks.

On the chapter itself, I'm inclined to think that the offer isn't made from malicious intent, seeing as she admired her father so much, but it's certainly uncharacteristic that someone so experienced would fail to see how that could sound like even if her intentions with the proposal are good, to take care of someone she could likely see a younger, inexperienced version of herself in and likely want to repay a perceived debt to Izutsu-dad. Not to mention the whole angle from Reina's point of view, where she feels like she needs to see the company thrive to honor her father's memory, how will she see that proposal?
Honestly very curious to see where it goes from here
Except knives are used in everyday life for multiple things and in cooking anything that has to be sliced or cut to size.

I've never stabbed something to hard and had it slip across my plate. You stab something from the top down. Is too much juice spilling out an actually worry people have? What does the noise of the cutlery have to do with how easy it is to use?

Also you can't eat a t-bone and baked potato with chopsticks.

Is there any food you can't eat with a fork and kife, that can only be eaten with chopsticks?

we're talking about dining, not food preparation , so this is irrelevant, different kinds of knives

some food/plates are that slippery. Also, I don't mean just stabbing, because sometimes people need to use 2 utensils at the same time to get the food out, whereas people can hold food between two chopsticks (like two fingers) so one-handed and easier to focus
Is too much juice spilling out an actually worry people have?
obviously not a serious worry, but you probably don't want the table or your clothes to get dirty , right? and losing juice often means taste is diluted.
What does the noise of the cutlery have to do with how easy it is to use?
because some people try harder to not make any clanging sounds/scratch the plate, especially if they don't want to draw too attention to themselves and embarrass themselves in formal settings.
Also you can't eat a t-bone and baked potato with chopsticks.
incorrect, people used to chopsticks can do it easily, it's just not formal eating
Is there any food you can't eat with a fork and kife, that can only be eaten with chopsticks?
you 'can', but our point is: using chopsticks is easier for many people, for a good reason.

also, in case you missed Justking14 and Elfteiroh 's comments:
