Liam tells everyone he's evil. They all think it's just his weird sense of humor, not realizing that he's incapable of being cruel to people who don't deserve it. He has the potential, if he treated civilians they way he does pirates he would be the most hated man in existence.

but he's not a bad person so he just comes off as excessively righteous, which is why people borderline worship him.
Dunno even if it's his "righteousness"... That's more of a side effect of what he's trying to do...

To succeed in his Evil Overlording, he has to be a Competent Tyrant, According to the "101 Rules", because else everything will come down around his ears.
And it's a simple fact that a competent Evil Overlord , like a competent Robber Baron, is in general far more beneficial for his territory than any idealistic Do-Gooder, who'll pursue their Ideals regardless of Reality.

There's plenty of Plotanium and Slapstick in this manga, but the core setup of the MC is a Competent Evil Overlord.
Which, against all the corruption, greed, and incompetence rife in the Empire, means he can't help but succeed.

Ummm... he just ordered an entire noble household to be eradicated, with the children/minors spared only because of Custom he was informed about.. With the alternative exile ordinarily amounting to a life of slave labour on a colonial planet..

And that isn't his first Pogrom....

It's just how you define "Evil" ..... Don't forget that in the Empire, and with the Pirates, genocide on a planetary scale is the norm...
It's just that compared to Reality™ in that Universe, our MC is practically a Saint, simply because he is pragmatic and realises Success is through Development and Preservation. Because no-one else is actually doing that, so far...
He's regularly doing things that here would make a lad like Stalin or his Contemporary, the Austrian ex-corporal with the funny moustache, look like amateurs...
It's just that the rest of the Universe he is reincarnated in is far, far, worse.. That's why the Guide chose it as his "playground"...

Nah, he won't forget to raise taxes, he deliberately won't raise them- because like you said, he's playing the long game; sure he could extract 90% of profits from people making 5K a year, but he'd rather extract 30% from people making 30K, which is sustainable and an absolute amount more than the lower amount; instead of extracting 4.5K and leaving people without enough to support themselves so they die off quickly, they live long fruitful lives and he skims twice the funds from taxation from them for many more years, is how he'd perceive it, too, lol.

because of the highly advanced technology there, the average lifespan is a ~1000 years (yes, three zeros), even Liam is over 100 years old

The story is FULL of timeskips, where we jump decades, so it doesn't really feel like it, but yes, time has passed quite a bit

There is still enough resentment against Liam to keep him barely alive. That's going to be his existence though - barely feeding off of the collective resentment, and getting bent over by Liam's gratefulness.

Ghost doggo is making him suffer long term like he did others.

While he's indeed evil by our standards, he won't stoop as low as the ex-artist student. He's trying to be evil (by our pop culture standards) for the sake of being evil, but he's either too bad at it or he doesn't actually like it, so it doesn't really work out. Like killing (evil) people, wasting money(trying), increasing taxes to make people suffer(ended up using it to improve their lives instead), oppressing people's voice(never works out, and he never actually oppresses them). It's far from what the other guys could do if they were in his position.

And considering this bloodline is 100+ Barons mafia union that harvested entire planets to sell elixirs, not that much of an unreasonable call tbh (but still immoral by our standards).

Eh, wiping out clans, while not common in the western world, did happen from time to time. usually they REALLY pissed off the local powers that be to earn it though.
It was FAAAAR more common in the East. China and Japan especially.

I'd argue that short time preference should be part of the definition of evil. It's taking shortcuts to get what you want, consequences to others be damned. Long term evil plans can exist, but they always feel a lighter shade of gray than the short term ones. There's inherently some valor necessary to execute a long con.
clearly a flourishing society with minimal taxes is evil

Especially one with a strong military presence that keeps its people safe and profits off the deaths of deplorable criminals and "other" evil people

So I was thinking about this on a reread. I don’t think this was a simple hanging, I think these tubes used zero-gravity to keep them visible to the masses. Once the order was given, they cut off oxygen so the crowd can watch them slowly suffocate, which is a more painful and terror inducing death than the noose or a neck-snap from the drop.
