The people in that world find the cave dwarfs cute because they were helpful and kind to them, at least in legends. The goddess might be aware of the legends, but without growing hearing about them, they are just stories. It would be as if we had stories about kind unicorns who help those who get lost in the woods, for someone who has lived in the city the emotions that the story conveys wouldn't reach as much.
