Yep, as Yayoi has explained, she is the type of ghost who wants to kill more and has more people suffering with her. Those who have no malice have already passed on in that tunnel. But this girl is still behind and even tried to kill everyone.

They didn't really pass on immediately. All souls the old old F tunnel ghost captured were caught in the sergeant's prayer, Yayoi sorted them out by asking if they'd want to eat others to continue existing. Ghosts that refused were sent to a temple to pass on, malicious ones became Yayoi's new absolute defense. Anna got away bcause she hid inside Eiko throughout the fight.
