By Japan, you mean in like 2 uninhabited islands?
With THIS being one of them?

Prefecture laws usually overrides federal laws, which makes the age of consent in most Prefectures to go from 18 years (like in Tokyo) to 16 in certain places, so no, the age of consent in Japan isn't certainly 13. (It should be 18 all across the board tho)
