The alien should've been caught for the crime, but pardoned or given extremely lenient sentencing whereas anybody who complained about it was slapped with jail time or a huge fine much, much larger than what the alien got.

Bonus points if the judge proceeds to compliment the alien for their driving having improved since they first got there.

I'm interested to see where this goes, it's not often we get shonen protags who are morally dubious (they're still committing crimes at the end of the day). Like people have already said, this seems more about colonialism than immigration in general. Clear indicator is that immigrants aren't exactly societal elites like the aliens are represented here.
But hey I'm not from the west nor do I live in a country that deals with immigration on a large scale, so I don't lean too strongly for or against it.
