If they make an improved slave magic and legalize it there will probably be a lot of succubus sex slaves. Since human slavery is already legal in their world I doubt this would make it any more prolific. Think about how prolific slavery was without magic in the Roman Empire, Middle East, Eastern Europe, Brazil, Caribbean etc.

I don’t think it would work the same way as a succubus’s eyes, in chapter one we see the slave contract and it required Filia to swear herself over to Halo. These wizards would still have to beat someone into submission before they can control them since it requires the slave to give up their freedom. We don’t actually know what exactly the slave contract does, it might function like mind control, it might be like a shock collar that can only be used to punish slaves, it might automatically kill them if they disobey their masters.

If Halo is going to do it, she'll probably have to sneak some sort of DRM mechanism into any slave contract magic she will develop. That way anyone who wishes to use her magic would have to bend over their knees and kiss her feet and she can freely revoke their access to her magic anytime when she feels like it.

There's also an option of putting backdoors into her original slave contract that makes it so that anyone who uses it in the way that Halo doesn't want, it will activate and enslave the abusive magic user and instead make themselves slaves to Halo herself.
