I also am certain that this projection was not real time and Theodora has probably been seeded plenty of times already given the tone of this manga.

I think the way this works is that the gods can’t claim a domain if the people don’t desire their specific blessing. And since they desired the goddesses blessing of abundance she was able to make this place her domain. Which should mean that if Theodora and her followers desire Raouls blessing he should be able to interfere with her shenanigans. But since no one knows Theodora’s current state it’s hard to tell if she is even sentient enough to think straight.
