Tales of Graces also has several recipes which increase gained EXP in exchange for debuffs and specific conditions, several of them activated at critical HP levels.One game on top of my head is Kingdom Hearts: Birth by Sleep where there's an EXP Chance ability to increase EXP gained if HP is at <25% IIRC, which sounds the annoying critical HP warning alarm. Coupled with very slow grind to max lvl makes people mute the game lol.

There is Kenshi were if you are wearing / carrying anything that lowers your skill for a particular ability then you will gain more experience from it. For example wearing a large backpack will reduce your fighting ability so you will gain levels faster when fighting while wearing oneIs...there a game where you gain more exp if your HP is lower?
