50 feet makes water as hard as concrete if it has an unbroken surface. If you're referencing Arifureta, he fell into a massive vat of literal healing elixir, which is the only reason he survived (and still shouldn't have).

@Add1152000 the novel explains it better. Due to the fact that his level raises so slowly they want to keep him restrained so he doesn't get into much troble and get himself killed. Also, in the novel his personality shows more: he looks at people like they are just objects to amuse him, but he somewhat cares about them. So they know Haruka cares, but do not trust him much because of his actions.
