It’s true and at the same time it kind of shines a light on one of the reasons why it’s usually the other way around.

In this scenario the guy has very few cards to play that won’t potentially off as … maybe not aggressive but overly proactive and possibly quite unwelcome.

Just look at how girls deal with a typical dense male protagonist and imagine swapping the genders. It gets awkward and crosses some lines into harassment.

This boy needs some help so that when he makes a heartfelt confession she’s already thought about him in a romantic way and can process it and respond. Otherwise it’s going nowhere.
