Things we know about Shun's relationship with romance:

• He likes Chokki
• Chokki is seemingly the first person he's ever liked, from what we know, so no experience at all outside of this one crush
• He wants her to like him back, but thinks she only sees him as a kouhai, despite the fact that she is very blatantly in love with him

None of that is contradicted by this chapter. There's no regression, this is just how the character has always been. If anything, it would be stranger if he could easily tell when other people were in romantic situations when the reality of his own romantic situation continues to allude him.

You can think of it like this: They've grown continually closer in their friendship, which could easily be misconstrued as romantic progress considering that's the lens we view the story through, but their actual romantic distance is still about the same as it has been since both of them realized their feelings for one another (which isn't a bad thing imo, they'll figure it out, it's cute).
