There was some Medieval era isekai where the protagonist introduced pottery and it was such a great invention that nobody had ever heard of before. Apparently, they were cupping their hands to transport water from place to place. I stopped reading after that.
A good reason for not developing a relatively basic technology would be if there wasn't a real need for it. For example, there wouldn't be much need of advances in the medical field if you could just have a white mage cast heal or cure wounds. Which introduces the issue of what value would there be in a more difficult and failure prone way than the traditional.
