So... Not being contracted to a god is apparently such a big crime that they will take you to the Capital and have you executed.
But at the same time, they have a system for a fully adult man to go shopping for contracts with various gods and no on bats an eye.
And then on top of all that an evil god contracts with him, one so evil that her followers were arrested and her cult destroyed, but he makes a contract with her and they figure, "Oh yeah that's a contract with a god, you're fine, bye".
I fucking hate when authors don't make worlds believable. They don't have to like the real world, but if they aren't internally consistent with their logic it's just bad storytelling.
