Everyone has made their mind that she loves Ishigami, including everyone in the school, and I believe that she doesn't actually see him romantically and is just rolling with it. That said, I am not saying that she is particularly in love with Shirogane either, but she's definitely flirting with him as a tease, mainly because it's obvious that he loves Shinomiya.
