Kazuya isn't a spineless dork because the author fucked up. He's intended to be a spineless dork.

The problem is that occasionally, very, very occasionally he does man up. He jumps the ferry, or says something cool (well, you know, for him, at least) and that's when you get a slight hope that he won't be as irritating from then on.
But instead, he just goes and doubles down his simp-iness.
