maybe because Yajin still doesn't know where dragon is? - if Melgo just dies from assassination, one of his subordinates might do something drastic like killing dragon outright in retaliation.

or maybe wouldn't be good for Argo's rep if he becomes head after uncle is assassinated - like the 'proud men of the sea' (chapter 45) would treat Argo as a coward .

Also, Yajin may want at least one place where he isn't treated like a criminal.

no, most regular adventurers reach level 15 , and can't pass it without getting an expensive a superweapon, after killing rock lizard with a superweapon yajin and his 3 friends got to level 16.

the last city Yajin went to had a level 20 mob boss, and level 20 guards, because the city was probably more prosperous than first city - so likely more access to superweapons,

lvl 25 seems too far-fetched for a fishing villager. so may be a bluff which we'll see for sure next chapter . but I guess it's possible if they had to hunt a major sea monster once or twice & somehow robbed a passing adventurer or ship of their super weapon?

the super weapon are needed to perforate the skin and it's the easier way to kill, but no one say that's the only way. Aquatic monster can be dragged in beach and let them die.

you're assuming too much when chapter 13 says 'literally cannot make a dent'

also, monsters needed to pass the level 20 cap would obviously be stronger/tougher than the rock lizard (grade 4) Yajin's team killed to pass the level 15 cap .

conclusion : just wait for the next chapter and see.
if there actually are shortcuts to passing level cap, the story can expand on it later anyways.
