The decision was probably made by some higher ups who don't give a damn about the harm he does to regular people and saw more value in testing their new toy than the lives that could be lost if this all goes south...you know, the way this shit always goes in life. Because of that, their whole cost/benefit analysis is all fucked up.

Well, that is only if mental changes apply also to his body in real time. He mentioned reconstructing his sealed magic lines. His mind may be able to imagine it happening, but if it does not actually happen, then there is no issue. If he spends 10k years developing things, but in actuality, all he is doing is imagining them, with imagined outcomes, he basically just spent a month in a cell. Without making any real progress at all. Sure he may manage to conceptually work out the details (unless he is just imagining the outcomes), but his real body isn't doing shit.

tbf there's no reason it should work the way the author seems to be making it work, leave somebody in an all white room like this without stimulation and it wouldn't even take a fraction of 10k years to turn their brain into mush, hell it shouldn't even take 10k minutes to reduce them practically to a wreck - realistically speaking.
