As I said they were pretty much equals in popularity as Web Novels but the diffrence started on their journey as Light Novels starting with the publishers that took them.
Both publishers are under Kadokawa but their Modus Operandis are completely different.
Lazy Villain was picked up by
Kadokawa Sneaker Bunko which is arguably Kadokawa's A-tier publisher and is very proactive in marketing and promoting series under them.

As you can see a vast majority of these series are relatively popular and have gotten anime and Lazy Villain is potentially in the frontline for one too.
And yes Weiss gets to be advertised alongside Alya and Megumin
Meanwhile Evil Eye was picked up by
Kadokawa Books. Who while not bad are not very proactive.

In regards to art. Lazy Villain was able to secure a very popular artist for the character models for the series(The Iseleve artist) who used her immense followjng to promote Lazy Villain while Evil Eye got a relative newbie who while good didnt really offer much and didnt capture as much attention.
To make matters worse for Evil Eye, when the Light Novel was put up for sale on Amazon and Bookwalker, they put up the wrong synopsis(The synopsis of a Magical Girl series of all things)
While these are Amazon listings, you can see the massive gap in popularity between the two.

As for the manga Evil Eye was able to recover from it's Light Novel almost bombing with a repectable 15k stars(bookmarks) after 5 chapters in Japan's official manga sites at Comicwalker and Nicovideo

But Lazy Villain went further to the next level with its manga adaptation which not only has a unique artstyle but potentially the means to standout from other Villain series and even other isekais with a whopping 61k stars(bookmarks) after 7 chapters even more than most other established series and something that rarely happens.
