It's not based on the pace of the adaptation during a few episodes, or how many chapters could potentially fit into the allocated anime episodes, though that does play a role.

I have no idea who these girls are, but they look AWESOME!

A gigantic greatsword throw impaling the enemy is one hell of an entrance (Utena will probably be fine, everyone who looks that demonic tends to have some crazy regeneration), and they straight up just have the coolest designs yet with the half Innocent half scary clown mask look, librarian with disproportionately huge hammer, and my personal favorite by far, the stitched up and bandaged psychopath looking girl with a scythe. Seriously, that left girl looks like a fusion of Shiro from Deadman Wonderland and Eto from Tokyo Ghoul (which is a pretty interesting match if you know the context for both of those series) and I'm ALL for it.
